First method to remove cement
first method is to use a metal patti or patra which is used to apply putty on the walls , this method is widely used.
you can use this Paint removig tool to remove cement from window and door frames.
All you need to do is start scraping it slowly and let the edges bit out all the plaster from the frame. If the layer of plaster splatter and cement is thin then this method works like a charm and you can wet the surface to ease it. what in the upper side the layer is thick and if you going to scrape the thick layer then it will damage the patti. for that you need to use a different method , as you can see on the sides the layer is too thick.
Second method to remove splatter of cement.
To remove the thick layer use a hammer or a chisel , gently tap the plaster layer and it will come off. Do take extra care while doing this , that don't apply too much force to tap it otherwise you will damage the frame. As you can see the thick layer is removed and just thin layer remain which will be scraped off with the help of metal patti.

Third way to remove splatter of cement
Let me show you another way which also works on the thick layer I am showing you this on another place where the layer is little less thick then the last one. for this you need to use a cutting wheel which is used on a angle grinder , can use a grinding wheel too if you want. but i'll recommend to use a cutting wheel, all you need to do is rub the plaster off with the help of the cutting wheel.
as you will see how easily the plaster/cement is removed with the help of the cutting wheel. If the desired result is not achieved then you can use a sandpaper of 150 or 200 grit size. Cutting wheel can be use on both thick and thin layer, let me help you on the thin layer, how it works?
you will see the results, if the metal pati is not able to remove the plaster then you can use cutting wheel instead
after scraping off all the plaster/cement do use a wet scrubber to get even more cleaned surface
